Any event where verbal or physical acts of aggression or self-abusive behavior occur between residents, patients, or clients of a facility does not constitute abuse unless the event causes serious harm.

Thus, incidents of aggression and self-abusive behavior must be first reviewed by licensing agencies and other local and county welfare agencies before a report is registered.
